Daybreak has two tiers: Blue uses mainline models for routine defense, and Red gives approved organizations specialized cyber models. This is the first time the program has been opened to the government of a country at war.

Ukraine's situationCERT-UA, Ukraine’s national cyber incident response team, handled nearly 6,000 incidents in 2025, including attacks on hospital systems, energy and telecommunications. OpenAI said defenders in France, Germany, Poland and other European countries already use its cyber models.
